I don't seem to have that tool in PSP but I was using a photo with a nearly solid color background, so used a flood fill to replace the selected areas. I touched up with the clone brush. Here are my before and after and the LO.

I corrected the photo with this technique 3 times on 3 places! Had to use the clone stamp also a bit!

I used the Content Aware technique to remove the object hanging from the branch of the tree, and somewhat to remove the houses. Then I used the Clone Tool to add more trees along the horizon line.
