Let's say I am picking the color RED...I know we need a patterned paper but can that be the "RED" part or do we need 2 papers? Did that make sense? TIA

If you decide to pick RED, you can use red paper(s) or red elements...whatever you want...to make RED the predominant color in your layout. If you use a red patterned paper, that would absolutely work for the challenge requirements.

Yes, the patterned paper can be red and you don't have to use another paper. However, remember the 1st part of the rules: It should be the predominant color in the layout but it does not have to be the only color used. So make sure that red is predominant - it doesn't have to be every item on your page, but don't let it get overshadowed by other colors.

aerobigirl- I don't see why not- as long as it is some kind of paint smear/swatch etc.

Chris is correct, making your own paint is fine. Just make sure to note that in your credits.
